our work

2715 Penn Ave NW

2715 Pennsylvania Avenue NW, a grounds-up boutique luxury condominium development project in Georgetown, required the design and installation of a complex sheeting system to support excavation.

The Project

2715 Pennsylvania Avenue NW, a grounds-up boutique luxury condominium development project in Georgetown, required the design and installation of a complex sheeting system to support excavation. Located on the site of a former gas station at the eastern edge of the neighborhood, the property had remained dormant for several years due to site logistics and regulatory constraints. Steele Foundation engineered a sheeting system incorporating internal bracing to support excavation within a constrained footprint to prepare the site for efficient vertical construction.

Strict property boundaries of adjacent federal land limited access to the work site. Additionally, the need to incorporate internal bracing to maintain stability for a complicated foundation layout added a layer of complexity to the work, especially when coordinating with a tower crane assembly at the excavation site. Steele worked closely with Donohoe Construction and owner EastBanc to successfully sequence the work. Early collaboration and disciplined planning enabled efficient excavation activities while maintaining safety, schedule alignment, and minimal disruption in one of Washington, DC’s most prominent neighborhoods.

Challenges and Results

The project presented notable regulatory and logistical challenges. The site borders National Park Service land , where strict access limitations and permitting requirements required careful coordination along the property line. These constraints, combined with a complex foundation design, necessitated an internal bracing system that demanded precise sequencing and installation. The presence of a temporary tower crane within the excavation further complicated operations, particularly during the phased removal of steel elements.

Steele collaborated closely with owner EastBanc, Donohoe Construction, and trade partners to sequence installation and removal activities in a manner that minimized disruption and preserved schedule continuity. Through flexibility, proactive communication, and technical precision, the team successfully navigated regulatory constraints and complex site conditions, reinforcing strong partnerships and maintaining construction momentum.

Why Steele Foundation?

Steele Foundation was selected for the 2715 Pennsylvania Avenue NW project based on its longstanding relationship with EastBanc and its proven expertise in complex excavation systems within constrained urban environments. Originally awarded several years prior, the project advanced when market conditions aligned, reflecting the client’s continued confidence in Steele’s capabilities.

With extensive experience in Georgetown and other high-profile areas of Washington, DC, Steele brings a deep understanding of regulatory coordination, tight-site sequencing, and disciplined execution. From preconstruction through completion, the team’s collaborative approach and engineering-driven solutions ensured safe, efficient excavation while contributing to the continued revitalization of one of the District’s most iconic neighborhoods.
